(1) SIZE. For NTSC DVDs, the background size should be 720x480. For PAL DVDs, the background size should be 720x576.
(2) TV SAFE AREA. See the picture below:
Well, I have always wondered about this too.
But here is what I think it means...
- Anything outside the two dotted lines will be cut off on larger TVs
- Anything outside the bigger dotted box will be cut off by smaller TVs
Pretty much what I do is just keep the important stuff in the 'safe area' or in hte middle of the image.

It does not matter if the bottom part of Rob's legs are cut off the screen, but the text is rather important, so I try and work with the idea that the text should be in the middle, and have a background that fills the whole thing.

I've also read that on average, its about 10% in on all edges that gets cut off.

Yeah, i do that yesterday. Thanks my friend.What I do when making them is just design the cover with the cutoff areas in mind, and then check what I've done in tmpgenc dvd auther (pretend to create a dvd and add the menu, it then shows the cut off lines on it).
I've also read that on average, its about 10% in on all edges that gets cut off.
Another thing that works, was to convert the tvsafearea.jpeg into a psd file so i use it as a layer over my artwork, and then i fit the other layers into the safe area.
