Vectorizing

So, I need to know how to vectorize images or a part of an image so that I can resize it without making the picture quality suffer.
Sorry if there's a topic about this, but I couldn't find one.

I'm working with Photoshop Elements 2 (don't laugh, it works for me.).

To make vectors you'll need Adobe Illustrator (CS2 is recommended). I've never used Elements 2 so I don't know if it supports making vectors or not, but I know Illustrator is what's commonly used for it.
