You can't really increase a bitmap image (standard digital image) without losing quality. Only vectors can be resized without any loss of quality at all. However, there are tools in Adobe Photoshop CS2 (what I use, couldn't really tell you about other programs) which allow you to sharpen and/or blur images so that the image will look less pixelated than before.

Try using these tools to get different effects on a resized image:

Filter>Sharpen>Unsharp Mask
(works best on images that have been scaled down)

Filter>Sharpen>Smart Sharpen
(works best on images of one color, such as logos)

Filter>Blur>Surface Blur
(this blurs pixelated areas and makes the image more smooth)

Filter>Blur>Smart Blur
(this blurs pixelated areas and makes the image more smooth, however it has a more "oil painting" look)

It will be difficult to do, or time consuming to say the least.

You'll want to use the Spot Healing Brush Tool. Zoom in several times and make sure your brush is about 4 to 8 pixels in diameter, then click on the edge of the text. It will be slow, but you can eventually take out all the text. What that brush does is paint a feathered part of the surrounding pixels. It's very useful for removing facial blemishes in photographs.
